Sea Level Rise Could Become Unstoppable Even at 1.5°C Climate Target, Scientists Warn

New research shows that even if global temperatures are limited to 1.5°C above preindustrial levels—the internationally agreed target to avoid climate catastrophe—sea level rise could still become unstoppable, forcing mass inland migration. The pace of change is accelerating, and for hundreds of millions of people living near coastlines, the waters are rising faster than defenses can be built.

Despite the world currently experiencing an average global heating of 1.2°C above preindustrial levels, the polar ice sheets of Greenland and Antarctica are already responding with dramatic losses. Compared to the 1990s, ice loss from these frozen giants has quadrupled, making it the dominant contributor to rising seas.

According to a new study published in the journal Communications Earth and Environment, sea levels could rise by at least 3 to 6.5 feet (1–2 meters) regardless of future emissions cuts.

By the end of this century, even if emissions are slashed in line with the 1.5°C goal of the Paris Agreement, the oceans are projected to rise by about 0.4 inches (1 centimeter) per year, outpacing the ability of countries to construct adequate coastal defenses.

The study’s research team, which included scientists from the US, the UK, and other nations, pulled data from the ancient past—warm periods up to 3 million years ago—as well as from contemporary satellite observations and advanced climate models. They studied ice cores, deep-sea sediments and even octopus DNA.

Their sobering conclusion was that the continued loss of ice mass from Earth’s polar regions poses an existential threat to global coastal populations. The ramifications of rising seas are already being felt, but the real crisis lies ahead.

Roughly 230 million people currently live within 3.3 feet (1 meter) above today’s sea level. Expand that to 33 feet (10 meters), and the number soars to 1 billion. With just 8 inches (20 centimeters) of sea level rise projected by 2050, the economic impact is already staggering. Annual flood damages could exceed $1 trillion in the world’s 136 largest coastal cities alone.

Professor Jonathan Bamber of the University of Bristol says the concept of a “safe limit” for rising sea levels is misleading.

“What we mean by safe limit is one which allows some level of adaptation, rather than catastrophic inland migration and forced migration, and the safe limit is roughly 1cm a year of sea level rise. If you get to that, then it becomes extremely challenging for any kind of adaptation, and you’re going to see massive land migration on scales that we’ve never witnessed in modern civilization.”

Low-lying nations like Bangladesh, with limited resources and vast coastal populations, are especially vulnerable. In contrast, wealthier countries such as the Netherlands may have more tools to resist rising tides, but even those systems could be overwhelmed by rapid, relentless change.

Current global trends are not aligned with climate safety. The planet is on a path toward 2.5°C to 2.9°C of warming by 2100. This level of heating would likely exceed crucial tipping points for the Greenland and West Antarctic ice sheets, leading to as much as 40 feet (12 meters) of sea level rise in the long run, which is an outcome scientists describe as “really dire.”

“Some of the mass loss we’ve seen in Greenland has been really quite staggering, really unprecedented in comparison to what the models had predicted.”

The last time Earth’s atmosphere contained as much carbon dioxide as it does today, around 3 million years ago, oceans were 33 to 66 feet (10 to 20 meters) higher than they are now.

Even though sea levels rise from melting ice sheets and unfold over centuries to millennia, they lock in long-term losses. Any land that slips beneath the waves will remain submerged for hundreds, if not thousands, of years, even if CO2 is later removed from the atmosphere.

“We’re starting to see some of the worst-case scenarios play out almost in front of us,” said Professor Chris Stokes of Durham University, the study’s lead author.

“At current warming of 1.2°C, sea level rise is accelerating at rates that, if they continue, would become almost unmanageable before the end of this century, [which is] within the lifetime of our young people.”

One of the more unsettling takeaways from the study is the suggestion that the so-called “safe limit” for ice sheet stability may not be 1.5°C but closer to 1°C or lower—a level we’ve already surpassed. That means a rise of at least 3 to 6.5 feet (1 to 2 meters) in sea level may be inevitable, regardless of what comes next. For low-lying island nations and delta regions, the consequences would be severe.

“You don’t slow sea level rise at 1.5°C. In fact, you see quite a rapid acceleration,” said Stokes

Prof. Andrea Dutton of the University of Wisconsin-Madison, another co-author, emphasized that historical climate data offers a grim precedent: “Evidence recovered from past warm periods suggests that several meters of sea level rise – or more – can be expected when the global mean temperature reaches 1.5°C or higher.”

The researchers stress, however, that while some damage is now locked in, every fraction of a degree still matters and buys time. It slows sea level rise. It gives cities and governments precious breathing room to plan, adapt, and protect lives.

The threat of rising seas is not spread evenly. Some nations have decades of experience with flood prevention and engineering infrastructure. Others have neither the money nor the time.

Carlos Fuller, Belize’s longtime climate negotiator, pointed out that his country moved its capital inland in 1970 following a devastating hurricane. Yet the nation’s largest city, Belize City, still sits at the coast and could be underwater with just a 3-foot (1-meter) rise.

“Findings such as these only sharpen the need to remain within the 1.5°C Paris agreement limit, or as close as possible, so we can return to lower temperatures and protect our coastal cities.”
